There are five levels of governance. Nation, state, region, municipality, locality. The ones with the most potential for positive impact are regional (for planning) and local (for civic stuff). All the power & money is with the other three. That explains the state of our cities.
We tell ourselves a stronger PM, CM, or Mayor is the answer, and we support & look for ways there. But a better planner and a more involved citizen are the two that really matter. The rest have been more imp so far, but their results are what we're trying to get away from.
I urge the numerous local groups in the city to ask for the right things - a Planning Committee for the capital region, and regular ward committee meetings. It can seem like a longer path, but you can see that years of trying to get the attention of other levels hasn't worked.
