I believe there are two truly effective policies to forestall a communist or communist-like movement:

1. Strong labor unions

2. Land reform
Essentially, these two reforms reduce the concentrated power of business capital and land, the two main factors of production that are amenable to concentration.

Antitrust might be a third such policy.
Land reform in a post-agrarian society includes things like land value taxes, public housing, housing co-ops, downpayment assistance, etc.

For labor unions, we need sectoral unions in the local service sector, and possibly also wage boards.
I suspect that Gompers did more to forestall communism in America than Palmer ever did, and Ladejinsky's approach definitely succeeded in Asia where McNamara's brutality failed.
