@MYANC confirms new service delivery framework driven from district level. But this is exactly what cooperative governance was intended to achieve. Problem is that the local government system has been politicised and it is almost impossible to
appoint competent people at the functional level. Our proportional electoral system has created a channel for politicisation to occur driven from the party centre and enabled by local and regional party leaders. The outcome has therefore been that cadres are
appointed to key tender related positions. Competences are therefore compromised and lost. The end is deterioration as we see it now. The new district driven framework therefore does Not address this fault-line. As long as cadre deployment and politicisation
continue, the munics will never recover. What needs to change is the structure and the modus operandi of the ANC. Munics and SOEs must not be seen as the extensions of the party. They must be run professionally and efficiently. They cannot and will not
