appointed to key tender related positions. Competences are therefore compromised and lost. The end is deterioration as we see it now. The new district driven framework therefore does Not address this fault-line. As long as cadre deployment and politicisation
continue, the munics will never recover. What needs to change is the structure and the modus operandi of the ANC. Munics and SOEs must not be seen as the extensions of the party. They must be run professionally and efficiently. They cannot and will not
