Five related to criminal justice policy:

1. Financially incentivize prisons to reduce recidivism (i.e. penalize them for each offender who returns, so that it makes financial sense to invest more in rehabilitation).
2. Make police departments’ legal settlements for officer misconduct more salient to taxpayers who foot the bill. If people knew how much this costs them they might be more insistent that problem officers be fired.
3. Invest in widespread lead abatement. And treatment for previous lead exposure, while we're at it. Bonus: create jobs!
4. Pay for summer jobs for all teens who want them.
5. Increase state/federal taxes to adequately support our court systems and law enforcement, and ban local jurisdictions from directly benefiting from the fines and fees they levy.
PS -- These are the first five I thought of, right when I woke up. The criminal justice system is so full of inefficiencies and misaligned incentives that doing better isn't difficult. Bring more economists to the table!
