apropos of nothing there's literally no reason for it to be less than a felony to sell someone's private information. nobody on earth has ever wanted that. there's no reason to allow a thing that is literally only done against the interest of everyone it's done to.
details don't matter. there shouldn't be "this information can be sold and this can't" it should literally be illegal to sell: "information"

no blanket approvals either, no tucking it in a EULA. nobody would ever agree to this if they know what it is. no human. nobody. ever.
if something about a person isn't a matter of public record you shouldn't be allowed to buy it unless you have a business relationship with the individual directly
again, any just society would not have a debate of degrees about this. it is simply obvious. it would have been outlawed the first time someone did it, like when a new way to cheat at baseball is discovered.
there's no reason to buy information about people except to exploit them. exploitation should be against the law. any normal person would stop talking at that point and consider the matter settled, except that exploitation is written into capitalism's core
our society has a very hard time agreeing that fraud is fraud because capitalism is based on fraud. if it weren't fraud, it wouldn't be capitalism. profit is fraud. nobody would pay a penny more than a thing's worth if they knew the true value.
the first goal of capitalism is to take more money than you deserve for a thing. the second is to sell products people do not want, but which they'll purchase anyway and not request their money back. the third goal is to sell nothing at all.
these are the core tenets. everything else is smoke or sophisticated versions of the same thing. so when society looks at something deeply reprehensible and undesirable like selling personal information, they feel compelled to *justify* it despite its obvious repulsion
it is normal for "business" to hurt people and to do things people don't want, and we have spent millennia trying to find the perfect line where everyone will grumble but not throw any rocks.
let's puuuuush just a little more. is everyone still tolerating it? puuuuuuuush a little more. find that sweet spot where you're treating them as horribly as you possibly can, taking as much as you can while delivering as little as possible
capitalism puuuuuushes and puuuuuushes and puuuuuushes. cameras in your house? just a little bit? what if we sweeten the deal? wwwwwwwhat if we plug cops into the cameras and charge you $.50 less a month which you'll never notice?
capitalism is incompatible with "do one thing well and get paid for it." that was never the purpose; there aren't enough things to do in the world. the purpose of capitalism is to find ways to get paid. whether you produce something desirable, or anything at all, is irrelevant.
