The Gov says they want to change it. Rather than waffle with proposals, they reduce those to precise legally wnfircable wording with tracked changes and explanations.

Apparently the Gov has not even done the very first version where their proposals are reduced to the required legal text on which, once agreed with the EU, both Parls vote.
