Judaism doesn't, overarchingly, really posit that God is omnipotent OR omnibenevolent. Very very powerful, sure, but there's nowhere it says that God can do ANYTHING. And omnibenevolent... not even close. It's explicit that God's ways are not humankind's ways.
What Judaism is pretty certain about is that the whole thing we're doing here, the whole gist of the story is that God gave humans free will. God doesn't make our choices for us. God doesn't control us - we get our own agency. We're in the image of God. We have Godlike agency.
So in that framework, even if God could, theoretically, just puppetmaster things around such that no one would ever choose evil, God wouldn't do that - that's not the deal. That's not the system that is operating here. That's not, frankly, God's job. That's our job.
The "be excellent to each other" part is up to us, not up to God, so you know... get on that. And as far as "why do random bad things that have nothing to do with human evil happen" - we don't know. Why is the hippopotamus so freaking awesome? We don't know. We're not in on it.
That part is NOT up to us. The covenant was never "sing nice songs about me and nothing bad will ever happen to you". The covenant was "I will give you the tools you need to pursue Justice, and you guys go get out there and pursue it."
