Yes, you do. Working with the command-line is tech literacy. You are tech-illiterate without it.

I mention this because of another trending thread about how "kids these days" who grew up with the Internet and iPads are technologically illiterate. They have no clue how technology works.
Basic tech literacy includes basics in:
- the command line
- programming
- sysadmin
- netadmin
I don't mean becoming an expert in all these areas, but learning the basics.
Said a simpler way, you need to know how to setup a Raspberry Pi on your network using the command-line. Sadly, this puts over emphasis on Linux, but at the same time, the skills learned doing this translate to macOS and Windows.
One of the problems we have for tech policy and law is that the politician/judge asks the nearest young person how things work. Yes, the young person is an expert in the Facebook, but no, they are pretty clueless how technology works. So we get bad law.
