The only part of local govt spending increasing is services provided to the most in-need children.

Council spending on some more widely-used services has more than halved (museums, libraries).

Extraordinary chart.
But even within social care, preventative services hit hardest.

In children's services, spend on children centres cut fastest, spend on looked after children rose quickest.
