I think for the most part the PA has been acting in good faith, trying to make shore power happen. But the PA ceased any operational involvement with the cruise terminal years ago 1/
@sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC The @NYCEDC has overseen the period when the shore power system has been “operational” but not used regularly. #PortsAmerica is the new operator of the terminal. When they took over, they committed to “zero emissions operations” at the terminal. 2/
@sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC The problems during the most recent cruise seasons, when ships haven’t been connecting to the shore power system, has been attributed to problems with the system and incompatibilities with most ships as a result of poor choices in the system’s initial design 3/
@sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC However, when @NYCEDC announced that the terminal would be undergoing an expansion (to accept bigger 6000+ passenger ships) which included an upgrade to the shore power system, the EDC refused to say that all ships will use of shore power in the future. 4/.
@sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC The original shore power deal included a commitment from Carnival Corp. that every ship coming to Red Hook would be shore power compatible and would connect to shore power when in port. The @NYCEDC seems willing to let Carnival break that commitment. 5/
@sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC So, in the future, ships could come to Red Hook and idle - as they had before - despite the availability of shore power. That’s why we need legislation to enforce the use of shore power and ensure that every ship coming to Red Hook is shore power compatible. 6/
@sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC I’m not letting @PANYNJ off the hook. They have been laggards in investing in shore power and general efforts to reduce pollution from ships and ports. Compared to West Coast ports, we are 15 years behind. So the PA has a lot to do to make up for that decade plus of inaction. 7/
@sethmpk @MaxRivlinNadler @PANYNJ @NYCEDC But the shore power debacle in Brooklyn lies squarely at the feet of the @NYCEDC. It’s been their ineptitude, malfeasance & disregard for the well being of our neighborhood that has brought us to this place. And it seems like their callous disregard for Red Hook continues. 8/
