All countries predominantly protect agriculture more than industrial products.

Compare EU with Switzerland which protects ag even more.

Food: 90% of food imports come into the UK on 0% tariffs already.

Also Belg/Netherland is a hub for shoe imports, importing in bulk cheaply and distributing across Europe.

Imports from Vietnam fall under the GSP regime so are currently about on-third lower than from China

Under the terms of the FTA most tariffs on footwear into the EU from Vietnam will be immediately be eliminated.

So shoes from Vietnam will be no cheaper post-Brexit.
