Richard Wong, a former employee in the procurement dept of a Big Bank and Gabriela Bratkovics & Evan Brown, who are the co-founders/CEO & CFO of an IT Staffing company, were arrested for a procurement kickback scheme.
I haven't been able to find the "big bank" that Richard Wong worked for, but I did find Bratkovics and Brown - At "Eng Infotech."

Hmm, well, this isn't proof of anything, but Eng advertises Citibank as a client.
They also list the Fed as a client.
DOJ described Wong as working for a "large financial institution," so it *could* be Citi, but could also be another one that isn't mentioned on their site.

The bank paid Eng over $8.4 million for staffing services between July 2013 and December 2018. Wong was in charge of the bank's relationship with Eng. Wong rec'd kickbacks from Bratkovics & Brown for helping them get business with the bank.
