Holy crap! *FIVE* #RVACouncil members have asked @LevarStoney to withdraw the #NavyHill proposal and basically start over. A few quick thoughts:

First, the particular 5 opponents are not a surprise - @KristenRVA, @KimGray4RVA, @Stephanie4RVA, Reva & Chilbert all co-patroned a resolution asking the Mayor to pull the plug on the current version of #NavyHill 2/ gallery.mailchimp.com/e8a895b36da6b8…
The resolution itself is pretty 🔥🔥🔥for a document filled with WHEREAS's. It takes Stoney to task for, among other things, only allowing 92 days for responses to the RFP and, oh year, issuing an RFP that perfectly matched one development group's plans rather than city needs 3/
The resolution asks for a new process that includes appraisals of the land to sold (what a crazy idea), plus more public input and planning - including connecting to @Richmond300 process 4/
The big thing: the coliseum component should be OPTIONAL - not the building block of the whole thing. (They also request an option for regional participation, although good luck getting the counties to pony up) 5/
Meanwhile, @LevarStoney is not having it. Saying he will not pull the proposal. Basically, he demands a vote, suggesting Council members don't want to go on the record (when, in fact, I think his chief mayoral opponent would probably run on it) 6/

(By the way, in the above tweet Stoney's back on his CoStar bullshit, even though CoStar basically said they'd probably follow through on their plans no matter what happens with Navy Hill) 7/

Also, @NavyHill is getting pissy, trying to claim (I think?) that a community event hosted by activists - in part because the NH project was so top down and ignored community input - somehow shows how there was community input into the project? 8/
No matter what, it appears that despite the developers' recent attempts at hail-mary boosts to the project, from the CoStar announcement to corralling ministers to adding a hockey team, did not produce the public pressure on #RVACouncil that they hoped it would 9/
Next steps: Who knows? Stoney says he wants a vote, so he'll probably get one. It won't go well for him, or for #NavyHill - and then it's up to him whether he goes back to the drawing board or moves on to the next project (a new baseball stadium, anyone?) 10/
It's hard to see this resolution as anything but #RVACouncil listening to their constituents about their opposition to a #BigShinyProject and the demand for our govt to address the city's real problems. This mayor - or the next one - should do the same 11/End
