The DOJ reportedly dropped charges against McCabe, but did he make a plea deal?

What’s curious is that a while back, Deputy AG Rosen reportedly refused McCabe’s request for a plea deal and Jessie Liu wanted to press on with charges against him.

Now suddenly charges dropped.
I really don’t know if he decided to plea, just wondering out loud, per se, but the timing of it all is quite curious.

The other thing I wonder about are the Obama officials at Treasury who met with Russians Butina and Torshin...

I almost forgot about this. Officials in Obama’s Treausry were also sending dirt back to Russians...

Ok, I had time to look into this a bit more. I don’t think there was any sort of plea deal because of what it relates to.

Prosecution of McCabe was declined specifically for lack of candor involving this report only that was issued April 13, 2018.

Here’s the letter to McCabe’s lawyer declining the charges:

Arising from the referral...described in OIG’s April 13, 2018 report titled:

“A Report of Investigation of Certain Allegations Relating to Former FBI Deputy Director Andrew MCCabe”

Same date, same report.
And what is that report about?

It's about a leak to the WSJ about the Clinton Foundation, the Clinton email investigation, and the OIG finding that McCabe "lacked candor" (lied) with Comey, FBI INSD, and the OIG.
So, I know people are pissed, but if McCabe is being investigated for anything other than this, the declination only covers this as far as I can tell. I read over the entire report again and it only covers issues surrounding the Clinton WSJ leak.

What I find interesting is that the OIG referred this report to the FBI. They didn't specify that they referred it to the DOJ. Some of it related to FBI policies, which wouldn't be actual crimes, though lying to OIG/INSD probably is. So, did the FBI refer it to DOJ?
