This is unfortunately part of a pattern of book-cooking the administration has performed in order to get its cost-benefit analyses to show that deregulation is helping, rather than hurting, the economy. A few other examples... /1
No longer including "co-benefits" of a regulation (a break from long-standing government practice and official government policy). I.e., “favorable impact of [a] rule that is typically unrelated or secondary to the statutory purpose of the rulemaking.” brookings.edu/research/exami… /2
Throwing out certain studies on the grounds that they are too old (yet still citing even older studies within the same cost-benefit analysis), in order the disregard research findings that happen to be inconvenient: environment.yale.edu/news/article/Y… /3

One whole hour and the @WhiteHouse does not appear to have any update from the original report that they have not been briefed. With the national security implications of a either charges or clean bill of health for @POTUS the delay in a briefing is interesting.
Barr might just being careful being sure to not be seen as complicit. I read the Reg 600.9(c) to give Barr discretion to make it public. I can't imagine that he would be unable to report something he can make public to the the @WhiteHouse.
If Barr is on dead air with the White House, if I were a White House counsel, I'd be very concerned that Mueller may have indicted Trump or reported that he didn't but had evidence. Why else would they keep it close to the vest?

The Yomiuri reports this morning that the LDP has decided to go with a more ambitious proposals for changing Article 9. Apparently there have been changes in internal LDP views over the last week. Basic proposal is to add an Article 9, Section 2, with 2 paragraphs (not a para 3)
In this section 2, rather than previously proposed wording of 必要最小限度の実力組織 (organisation with minimum necessary force [for maintaining Japan's independence]) now proposal is to specify SDF as a "force not prevented from taking the necessary measures for self-defense"
In Japanese: 自衛の措置をとるこを妨げず, そのための実力組織. It may not seem like a big difference in English but against the background of the history of debate in the Diet and vis-a-vis CLB interpretations the difference in Japanese wording carries some significance.
