Here’s how you can get me to follow you, even if you have 0 followers:
1. In your pinned tweet, convince me that you’re worth following.
2. In your timeline, have a stream of tweets about what you said I’d see.
3. Make me find you by showing up in the comments of ppl I follow.

To be effective at #3, you can turn on tweet notifications on some of your favorite accounts. This gives you an opportunity to see all their tweets, and to comment early (if you have something valuable to add). This worked really well for me in the beginning. 
If you are worth following, then this template will get you followers. Some people will see your comments, some will click on your profile, some will read your pinned tweet, some will choose to follow you, and some will choose to not unfollow you after a while. It’s a funnel.
