Groundswell are a group of conservative activists, headed by Ginni Thomas (wife of Clarence Thomas), who meet at the DC offices of Judicial Watch. 
Apparently Ledeen wrote a memo that was instrumental in torpedoing Jessie Liu's promotion.
The group was also lobbied successfully to get H. R. McMaster removed as national security advisor.
While those two actions may have been commendable, look who is also a member of the group.
