Commission President Ursula von der Leyen: 'The spread of the [Corona] virus has a vast impact on people's lives but it also has a vast impact on our economy. We are looking into everything that we can do to help to address the impacts on the economy.'
Von der Leyen gives Member States a tongue-lashing for squabbling over the EU's next 7-year budget: 'If I look at the tasks ahead of us we're running short of the flexibility to act in crises as we see them right now. I call urgently on all Member States to find agreement now.'
Von der Leyen on Brexit: 'We know what each side is standing for now and will negotiate for now. We're ready to negotiate a very ambitious and comprehensive new partnership with the UK. We will make as much as we can but the truth is also that our partnership will be different.'

1/ Brexit is quite rightly taking a back seat at the moment, but it is rumbling on in the background and that famous clock is still ticking. The Commission presented its analysis of the UK's draft texts to EU diplomats this week. Here's the latest. thesun.co.uk/news/brexit/11…
2/ UK has tabled 4 texts so far outlining separate proposed agreements on an FTA, aviation, transport, and civil nuclear. This leaves further texts to cover areas like fishing, energy, law and order, immigration and social security, and participation in EU programmes outstanding.
3/ Britain wants these to comprise a 'suite' of deals each with its own separate governance system. In contrast, the EU has put forward one all-encompassing text which houses all these issues, plus security, defence, and foreign policy cooperation, within one single agreement.

Michel Barnier giving an update on the opening round of Brexit trade talks. He starts off in charm offensive mode praising the ‘exceptional’ UK and EU negotiating teams and the ‘professionalism, great cordiality and constructive spirit’ of both sides.
Barnier says he grilled Frost about the UK's plans for the implementation of WA, especially the Irish Protocol, and that he 'confirmed the UK will respect all its legal undertakings. This is a condition for the trust we need now to build our future partnership on a good basis.'
Barnier: 'Don't think next January is the same as last January it will be very very different. The definitive changes which will happen because of the decisions of the UK and the difficulties which will be linked to that, my impression is they're still very often underestimated.'

Thunberg slams the EU's new climate law saying it's 'admitting surrender' and 'completely insufficient'. Says: 'You’re giving up on the Paris Agreement, giving up on your promises and giving up on doing everything you possible can to ensure a safe future for your own children.'
Scathing. Thunberg says the EU is 'pretending you can be a climate leader...that empty words will make this emergency go away.' Says: 'This must come to an end. You yourselves declared we’re in a climate emergency. Now you must prove you mean it. This climate law is surrender.'

Update on the EU travel ban.

Acc to an Irish govt spokesman, Taoiseach Leo Varadkar spoke to Commission President Ursula von der Leyen about the proposals by phone this afternoon.
2/ "The [Irish] Government will assess the proposals in the context of the Common Travel Area and, in particular, any implications they might have for movement of people on the island.

"Under no circumstances will a closure of the land border North/South be considered.
3/ "It is important to stress that the proposals would not, of themselves, restrict movement of EU citizens, including Irish citizens.

"The Commission President has also confirmed that they would not restrict movement of UK citizens within the rest of the EU."

New: Commission president Ursula von der Leyen has contradicted Boris Johnson's claims there will be no checks or controls on goods going back and forth between Great Britain and Northern Ireland.
In an interview with @rtenews Ms von der Leyen said: “Of course there will be checks between NI + Great Britain as it is written down in the Withdrawal Agreement. The checks will be done by the Brits under the supervision of the European Union and the European Court of Justice.”
She said: “It is very clear in the Withdrawal Agreement – and this is set into law because it has been ratified by both parliaments, the European one and the British one."

- Govt “has to choose” whether it wants “good access to the single market” in next few weeks so that both sides can find “what the room for negotiation is”. “We’ll see” on end 2020
EU’s VDL also responded positively to UK Chancellor Sajid Javid saying that the EU trade deal was the priority ahead of a US one: “It’s good that they assign a lot of resources to these negotiations”.
VDL also said that the UK should not feel it has to choose between trade links with the USA and the EU. “it’s in our common interest for all three of us the UK, EU and US that we will work as close as possible together... both can go in parallel”.

EU added a declaration to extension text. 1) Brussels wants UK to realise this is a ‘flextension’. UK doesn’t need to stay in full 3 months. Can leave as soon as its parliament +European parliament ratify new Brexit deal. Text cites 1 Dec +1 Jan as possible ‘early out’ dates/1
2)EU text reminds UK that until it leaves, it remains a full member of EU including all rights + obligations. New EU Commission President, Ursula von der Leyen, insists UK nominates a new Commissioner so as not to undermine legal workings of the EU as long as UK is in bloc /2
3) EU knows PM is obliged by UK law to accept new Brexit delay but it takes nothing for granted anymore. Under EU law a no deal Brexit is still possible as of midnight CET on Thursday. EU also thinks- based on precedent- it could be asked for yet another Brexit delay come Jan /3
