The Cyber Warrior Diversity Program looks like a good program, but with the Annapolis Swamp involved. It was also a money maker for the person who developed it (Lucas) & the colleges providing it with him getting a cut on the curriculum.

Del. Glenn resigned in December, likely as a result of this investigation. Wonder if she flipped too?
Only in government can you rig a double blind bidding process.

I believe Company 1 in the announcement is Digital All City or DAC. But they operated as part of a mentorship program with Northrop Grumman as part of a DOD grant program! news.northropgrumman.com/news/releases/…

So with Northrup Grumman's help, Lance Lucas started this program in March 2017. In May 2018, he was paying bribes to a Maryland Delegate to get state funding & help enrolling historically black colleges to adopt the program.

This program is Swampy example of a government, industry and academic partnership applying the usual solution to turn government programs into profit for corrupt people!

It looks like a program of great potential & goals, but used for illicit profit & corruption.

Lance Lucas has a long history of attempting to provide technology solutions to urban populations. Was he an honest entrepeneur swayed by a Delegate with her hand out? Or has he always been Swampy? Time will tell.

But he was also getting appointed to Swampy boards. First by Gov. O'Mally (Hillary's controlled oppo in 2016) on a $3.2B off shore windmill project.
Then by past Baltimore Mayor Rawlings for an urban solar initiative.

Delegate Cheryl Glenn plead guilty in January to accepting $34k in bribes for the cannibis distribution licenses. I have not found the names of those companies yet but I'm sure they are out there. Lucas as a minor partner in those.

Her guilty plea also included getting standards lowered to help someone run an opioid center & helping a business get a liquor license.
She is the 6th Maryland legislator to be convicted in the past 2 years.
