March 10, 2020 Fresno County Board of Supervisors meeting! (I am going to attempt to watch or listen from home. I have satellite tv so I am unsure if I can watch it or not ).
Among the items is mid-year budget report; State Lobbyists Report;formerly repeal Jessica’s Law on residency requirement for registered sex offenders; allow CAO/ Internal Services to approve leases/licenses rather than Board,Speed limit changes

On May 8, 2018, the Board approved Agreement No. 18-251 with Granicus (formerly GovDelivery, LLC) for agenda management, creation, and publication. The Agreement also authorized the Director of Internal Services/Chief Information Officer to purchase additional
products and services that enhance the provision of government services. The recommended amendment increases the total agreement compensation amount by $145,000, to allow for the purchase of added functionality offered by Granicus, such as Granicus’ closed captioning
functionality for Board meetings. This allows hearing-impaired members of the public to read what is being spoken during Board meetings. The increase in compensation also allows the County to continue purchasing other additional products and services not specified in the
Agreement, such as media encoders .
Approve designation and placement of the San Joaquin Gurdwara on the County’s Register of Historic Places; Despite the first Sikhs residing in the County of Fresno as early as 1927, it took nearly 56 years for first Gurdwara to be built in the County in 1983. Once the San Joaquin

designation. Sikh Spokesman says they have been in San Joaquin for 50 years. Farm laborers funded it. Some took loans in their own houses to fund. In 1980’s half of San Joaquin were Punjabi Sikh. Now most have moved to Kerman or Fresno. Still holds a soft spot for them.

Revenues tend to come in latter part of year. 2/3rd not collected in first half. General Fund is running 4% less. County counsel and Registrar of Voters are only running ahead.
Serious fiscal challenges. Retirement costs will spike, worker’s comp and liability as well. Auditor Oscar Garcia is continues to clean up. $1.5 milion needed to fill budget holes. Maybe too optimistic. Average last 4 years was $2.4 million.
Nice step stools of increases over the past 7 years. Net County Cost=NCC Upstaff public defender department led to the increase in 2019-2020.
Nine million deficit that will be covered by one time costs. $2.7 million increase for In-Home care contract. Coronavirus May take a hit on economy. County is not prepared for a downturn. Need to be careful going forward. Prop 172 is budgeted in public safety. Dropped 20% in Rec

Quintero: need to run part of County as a business. Assessor office is vital. 77% of County revenues Comes from assessor and may be we should increase their budget? This can increase revenues.
Public: “tax collector put County over $90 billion evaluation of property tax for the first time. Coronavirus is a panic and will be a short time thing. Rest easy.” Next: SEIU 521 Labor took a cut during recession. 9% cut has been restored over past Three years. Hard to retain
employees with the low pay. Understaffed now. Approved 5-0 to accept mid year budget.

Penal Code section 3003.5 and added subdivision (b), to prohibit registered sex offenders from residing within 2000 feet of any public or private school, or park where children regularly gather.
In 2015, the California Supreme Court found Penal Code section 3003
and the blanket residency restrictions it imposed to be unconstitutional. However, the Court preserved the ability of the State of California to impose residency restrictions on an individualized basis for registered sex offenders released on parole.
The imposition of residency
restrictions is now a matter exclusively for the State of California as it may continue to impose individualized residency restrictions on registered sex offenders as a condition of parole. Can still be put on individuals too. Approved 5-0

required any agreements with governmental agencies to be approved by the Board. The recommended amendment will expedite leasing and licensing of locations for conducting elections, and entering into leases and licenses with local, State, and Federal Agencies. A clean up item
that leaves smaller leases not having to have to come to Board. Approved 5-0
