Councilmember Reports: @kmkarbassi will be at Support Blue Run this Saturday. He also says there was shooting at a park in his district mid afternoon. Residents made lots of suggestions to make it more secure such as new lighting. This was near San Joaquin River. Next: water main
break at a school and a quick response by City! @D7Esparza a Public counter was open at a police substation in Manchester area. Tomorrow: planting trees in collaboration with America Beautiful. This will be along McKenzie Trail. @Esmeralda_Soria says ground breaking for Black-
stone and McKinley mixed use project that will house 80+ families. Also thanks PD for providing safety at Tower Mardi Gras. No Prop 68 awarded to Fresno for parks. Jim Schaad says he will look back and learn why that didn’t happened. @GarryBredefeld will also support Blue Run

Will another metal detector be purchased for south end ? A: Schaad says yes. If you park across the street you will need to go
thru front entrance. If there is a delay of five minutes employees will be able to be waved thru without screening asks Bredefeld. He mentions Milwaukee shooting yesterday. Disgruntled employee shot worksite. We are making this building less safe and he will not support it.
@kmkarbassi he has questions for staff but wants to discuss it in Closed Session. Milwaukee shooting worries him. Calls up Sam Frank From Employees Union says he is glad some consideration in this proposal. Some distinction between employees and public.
Employees often have young kids that have to be dropped off at school first. Don’t want the employees to be late due to screening. It also makes it hard to take 15 minute break walking. Soria: this happens across the country. Flexible if there is an excessive line to allow
Known employees to get quicker security checks. Arias: this will go to Closed Session too. Need to make place secure but also a public place. Passes 5-2 with Karbassi and Bredefeld vote NO.

Arias: why didn’t City staff make the recommendation rather than a consultant hired by Copper River developer? A: we don’t have the staff.
Staff says master developer fronts the money and other developers reimburses them. City would not be on the hook. @kmkarbassi says this is a great way to increase housing in the city. @Esmeralda_Soria new housing needs to pay for itself in regards to fire department and police
We are 120 sq miles and this often effects inner city. Staff: impact fees are full price. They also pay for all of their landscaping. This growth will pay for itself. They have their own sewer treatment system. Bredefeld is happy the other Councilmembers are concerned about his

the CEQA Guidelines 3. RESOLUTION - Amending Residential Permit Parking District #10. Park of issues has lasted for decades. A test run was done. He gets lots of calls to his office on this item. Neighborhood meetings occurred. Balance the issue is tough.
Public comments: thanks @D7Esparza for his hard work. She would like Thesta to change. This is the largest parking district in Fresno but parking enforcement is not the same as at Fresno City College. VA has some spots open that could be used. Would like enforcement. The VA
VA leader needs to enforce this parking in neighborhoods. Next: VA department is not enforcing it. Signs up but no enforcement. He calls but they want too much info such as model make what they are for dinner etc I have a job already. They need to be enforced.
enforcers are rude. @D7Esparza we need to pass this from Council due to legal reasons according to City Attorney Doug Sloan rather than just a test of changes. Parking director says we need to do more enforcement. Budgeting wasn’t included though.

enforcement. Karbassi: likes the conversation up here and he knows residents are frustrated for decades. Budget is coming up soon and parks etc all come from the same bucket. Public: there are cars that have resident placards but they don’t live there. Someone sold them it.
Esparza would like to re-evaluate in 45 days. Also look for changes in number of employees. Approved 7-0

Remnant property is exempt. If city receives notice of interest the city needs to negotiate in good faith for 90 days. Violations are 30% of purchase price and 50% of final price for subsequent violation.
