Biden introduced the very first bill in Congress to address climate change back in 1987. It was a bill to fund research on the issue and what we can do to stop it. Their scorecard is not based on actual votes but on subjective things like how they talk about climate change
They also score Biden poorly because he does not promise to do things that are governed at the state level. Bernie gets points for lying and pretending he can do things that are state prerogatives.
So Sunrise Movement gives Bernie points for either not knowing the limits of federal vs state powers or for lying about them. Such a great scorecard.
Sunrise Movement is not an energy company front despite one of their founders working for a power company. That may make grist for conspiracies, but they are not a corrupt conspiracy. Another founder is out of Occupy, which means they are strategically inept
Occupy was a lot of sound and fury and a great way to dissipate the energy for reform and accountability in performative wanking on Wall Street. If you see Sunrise Movement as it really is, it's performative politics.
They know how to leverage social media and to project more power than what they have, but they don't know how to select a target. Either that, or their goal is not climate change but electing Bernie & they have no other purpose
There is some evidence for that. They were not founded until 2015 after all.
But if seems as though they have never done a power analysis 
Or perhaps they did and chose targets who already have 100% voting records on the environment (Feinstein) so they can declare a victory without achieving anything, counting on the ignorance of their supporters.
Their PAC is sitting on a pot of money
Their contributions to other campaigns are mostly about promoting themselves and fundraising for themselves off candidates email lists
Every penny of independent expenditures is on behalf of Bernie - mostly travel expenses
Then most of their operating expenses are for fundraising. Staff is paid by their dark money group, the Sunrise Movement, not by the PAC. The legal issue is c4s are prohibited from doing the majority of their work electioneering
Go to their website and see if the majority of their work is about non-electioneering. They are in obvious violation, but they know the IRS is underfunded and scared of going after PACS thanks to the GOP's fake IRS scandal. So they flagrantly are 100% electioneering on front page
and all the donation buttons go to their PAC fundraising, not to the c4. So yeah, they are flouting the law. It's safe. The IRS is just not enforcing
