Could manufacture of rudimentary ventilators be ramped up? In principle, all you need is a one way valve, resuscitation bag, and an energy source. Someone could probably code up a Raspberry Pi to regulate it with a patient's breathing. Not FDA approved but so what.
Here's a book on the basics of ventilator design. In the 70s they used to be mechanical in a way normal clinicians could repair. Today automated ventilators have multiple microprocessors and require trained biomedical engineers to maintain.

Capacity to care for intubated patients and beds in rehab facilities will be needed to quickly discharge patients from ICUs to open space for someone else.
