If I were in the govt I'd find and hire in 1) a socialist intellectual who has studied command economies and 2) someone still alive who was senior in one. Why not?! They probably know more about how to do it than you do.
The fact that they are misguided into thinking this is how things should be done all the time shouldn't be a disqualification. It will what has driven them to acquire the knowledge you can use!
This is temporary socialist command economy social planning and neoliberals like me should call this spade a spade and embrace it [in a disaster state-contingent way of course!].
Failing that, someone in mega firm logistics. Given how non-existent and poorly functioning are internal markets in firms, those jobs resemble socialist planning functions.
