My guess is this is a political moment for some GOP Senate members. They will vote for this amendment limiting unemployment benefits. It will fail. But still most will vote yes for the package, as now they figure they have some political cover
Sen. Lindsey Graham looks like he agrees in part. Although he would call it a substantive dispute, not a political one. This from Roll Call today.

My colleague @ESCochrane and I had the exact same thought at the same moment. Not honoring social distancing on Senate floor as votes take place.

It is 91 to ZERO so far. And votes still being counted. Regardless, this bill is on its way to the House.
Sad moment, in a way. As Senators leave the chamber to go home, presumably, to face the ranging coronavirus crisis from their own states. What will the nation look like when they return in late April? No votes scheduled now until April 20, due to the virus.
