The provision, added by Senate Republicans, removes a 2017 cap on investors' ability to use tax losses -- which for real estate investors often exist only on paper -- to offset taxes on other income.

Important to keep in mind, this only benefits people who have at least $500,000 in non-business income. In other words, it is tax relief narrowly targeted on the top 1 percent of Americans. No one else is eligible. That is a hard and fast rule.
