Imo this administration's response to this pandemic is completely in character with "conservative" governance. Since Reagan the right has had a visceral disdain of the public sector.

I'm doing my morning thing, reading articles, my virtual newspaper, and in a piece by Bill Krystal there's a link to Lincoln's concluding remarks to Congress, Dec 1st, 1862.

Then suddenly I'm crying.

This was one month after Lincoln signed The Emancipation Proclamation:

One of Stalin's greatest victories was pitting Russians against one another. This led to decades of otherwise good people so scared of the Soviet State that they reported one another to the GRU/KGB, in misguided attempts to save themselves from the gulags.

In time, they knew the Soviet regime would take every accusation seriously; the officers THEMSELVES were afraid they'd be arrested for inaction/collaboration. A system set against ITSELF.

Soviet party members (read: most USSR citizens) would make accusations against others...

...so they could get rid of a wife who stood in the way of a cheating husband, or a neighbor who might've gotten an inside track to extra bread or whatnot. It WORKED too.

There were a myriad of ways Stalin achieved this society of fear and hate, but the FIRST thing he did...

#Thread As part of public sector transformation, today we signed consultancy engagements with E & Y for a review of the public sector compensation. This will include development of pay-for-performance compensation, a concept that has been agreed to by Permanent Secretaries.
The review will also seek to establish an internally consistent and internally equitable compensation system based on a unified job evaluation tool. It will seek to simplify, streamline public sector compensation and make it more transparent.
This is a huge task that we could not undertake without the time and space permitted by the 4 year agreement with public sector unions.

#THREAD: Under my administration, Jamaica now has one of the most advanced and robust anti-corruption framework certainly in this region. My administration passed the legislation to establish the Integrity Commission and MOCA.
It is still in its early stages and not perfected.
One element of the framework introduced by me is the publishing of the summary financial position of the Parliamentary leaders of the country. The first publishing acts as the benchmark against which future declarations can be judged.
This ensures that the country can first have knowledge of the financial position of their leaders through transparent disclosure and then overtime judge the movement of their leaders financial position. This will build confidence in those elected to administer public affairs.
