Could be but also it could be overestimating the need. We have a good plan to take from areas that won't be as badly hit as we thought before.

For instance, if you listen to the media pick out all the little things about the PPP program you would think it's not going well. Yet, for a government program the speed it was implemented it has been a smashing success. Anyone can nitpick and point out this or that but in the

grand scheme of things the PPP program is a success and will help millions of people.
