Iran is threatening legal action against New Zealand after finding that, in a joint operation with the CIA,

the Security Intelligence Service (SIS) broke into its Wellington embassy in the late 1980s and early 1990s to plant bugs. India also hit back at a SIS activity that took place during the same period,

requiring the foreign ministry of New Zealand to investigate a SIS break-in where code books were photographed and passed on to the MI6 of Britain. In a mission called Operation Horoscope, which was directed by the CIA, the SIS raided the Iranian embassy in Wellington.

The SIS entered the embassy for the CIA, photographed the building, and placed CIA-provided listening devices. On a telex machine used by the Iranian embassy, the CIA altered circuit boards to allow the CIA to intercept communications.

The Iranian Embassy in Wellington said it was investigating the raid as a breach of international treaty of the Vienna Convention, which states that the "premises of the mission shall be inviolable".

The Indian High Commission sayed, it had also taken action on the SIS raid on its embassy. "I can confirm to you that the matter has been taken up with the NZ Ministry of Foreign Affairs and Trade, requesting them to look into the matter.

Code-named Operation Dunnage, the covert attack on the Indian High Commission was a joint mission between the SIS and the UK 's external MI6 intelligence agency.

To help British Foreign Intelligence officials to decode the communications of Indian government officials and diplomats, thousands of photographs containing codes were sent back to the UK.
