Then Manish Tewari is called to speak on his motion to oppose introduction, he says that it is beyond Parliament's legislative competence, will be detrimental to democracy.

Prof. Saugata Roy opposes introduction of Election Laws Amendment Bill:
- violates Puttaswamy judgment, #Aadhaar not a proof of citizenship
- Central Govt interfering with Election Commission, PMO sending letters to EC
Ritesh pandey oppose introduction of #Election Laws AMendment Bill:
- violates SC puttaswamy judgment
- dalits, oppressed classes will be disenfranchised
- there will be no secret ballot, Govt will be able to see how one is voting
NK Premachandran opposes introduction of #Election Laws Amendment Bill:
- Right to #privacy fundamental right under Article 21 of #Constitution
- #Parliament cannot take that right away by bringing this law
Shashi Tharoor opposes introduction of #Election Laws Amendment Bill:
- #Aadhaar not a proof of #citizenship, only proof of residence, only citizens can vote, but now residents will also be allowed to vote
Law Minister responds to arguments made by MPs:
- baseless arguments
- misinterpretation of Supreme Court's judgment, this law qualifies
- Representation of People's Act directs Govt to ensure that voter roll is credible so election is credible
- bogus voting should stop

And then finally, despite serious objections, the #Election laws Amendment Bill is introduced
In #LokSabha, Finance Minister claims that states are in a 'fairly comfortable position' financially.
As on 30 Nov 2021, overall cash balance of states was 3.08 lakh crore approx. Out of 28 states, only 2 states have negative cash balance (didn't say which).
Finance Minister - in #AirIndia deal, the acquiring company will take over Rs.15,300 crore of debt & wont be a burden on tax payers.
Winning bid was higher than reserve price
Spice Jet was sold for just Rs.2 in 2015, was worth Rs.750 crore
We sold Air India on enterprise value.
Finance Minister:
- total payment on repaying #oil#bonds & interest between 2014 & 2022 is Rs. 93685 crore, Rs.13500 crore as principal amount, rest interest

Amid protests, the Supplementary Demand For Grants were put to vote and cleared by voice vote.
Quickly, the Appropriation Bill was introduced and equally quickly the Bill was passed.

Also claims that for electoral reform, to purify electoral roll, #Aadhaar is being linked with Voter ID, but it will be voluntary, not mandatory.

- making laws gender neutral
- for election, requisition of spaces is needed for poll booth, after proper notification

- In Puttaswamy, a law is needed to infringe privacy, legitimate aim should be there (aim is to de-duplicate), test of proportionality is also satisfied
Immediately Bill is put to vote!
Though nothing much could be heard, through voice vote the #Election laws Amendment Bill is passed
With less than 30 minutes of discussion in which MPs were not allowed to speak for more than a minute, not allowed to move amendments!
#RajyaSabha starts with Chairperson making a statement condemning y'day incident of some MPs climbing on table.
While making the statement, the Chairperson also got emotional and cried.
However, protests resume and he quickly adjourned the House till 12pm!

- We had warned Govt in 2018 that states rights were being taken away, but Govt didn't listen. Wasted its time and money in Supreme Court petition
- Govt has majority, so doesn't listen

- But we also demand that 50% ceiling be removed, approach SC, let states decide

Mostly opposition is with respect to manner in which Bills are being introduced, which some MPs argue are in violation of rules and constitution provisions.
Then #Constitution Amendment (127th Amendment) Bill is moved to be introduced.
Adhir Ranjan Chowdhary states that when the original Constitution amendment was brought in 2018, Opposition had warned Govt that it will take away rights of state but Govt didn't listen
Chairperson announced in #RajyaSabha today morning that he has admitted notice for discussion on #FarmersProtests

But as soon as MPs demanded, '#Pegasus, Pegasus', the House was adjourned till 12pm.
#RajyaSabha resumes at 12pm, only to be adjourned again immediately till 2pm.
