#Updates on @videolan being inaccessible on ISP platforms.
As per the last #RTI response, @GoI_MeitY
had said, “No information is available with this ministry related to videolan.org website”.
We have filed a second appeal for it & are awaiting a response.

After not receiving satisfactory response from @GoI_MeitY, we have filed two applications under the Right to Information Act, 2005 with @BSNLCorporate and the @DoT_India as well.

Latest tests on various carriers show different messages being displayed every time we try to load the "videolan.org" website.
@ACTFibernet states that "The website has been blocked as per order of Ministry of Electronics and Information Technology under IT Act, 2000."
For #VIIndia @ViCustomerCare the message displayed is ""Your requested URL has been blocked as per the directions received from the Department of Telecommunications, Government of India"

For @airtelindia we constantly received a "Connection Timeout" error.

We have also run a 'Web Connectivity Test' on @OpenObservatory which resulted in the following message:
"videolan.org is likely blocked by means of DNS tampering."

The #RTI application filed with #BSNL seeks whether any order has been received by the #ISP from @GoI_MeitY or @DoT_India to block access to the website. Further, the application with the DoT asks whether the department has blocked access to the website.

Blocking of websites is one of the many ways by which the State tries to censor content. In most of these instances, the website owners do not receive any notification prior to the block, denying them their right to be heard.

An #RTI response from the Rajasthan government reveals that a total of 6 shutdowns were imposed during August 2018 in the districts of #Ajmer, #Bhilwara, #Naguar and #Tonk to prevent cheating in exams.

The RTI response states that the law under which the suspension was ordered is Order Number F 35(1) Home-9/ 2006 Pt. Dated 02-09-2017 issued by Home (Gr.9) Department of Rajasthan Government.
The order states that in exercise of the powers conferred by Rule 2(1) of the Temporary Suspension Of Telecom Services Rules, 2017, the DCs of the State of Rajasthan are hereby empowered to exercise the powers conferred by the Rules in case of public emergency or public safety.

Twitter publishes it's monthly report regarding handling of complaints from users in India, including action taken on them, as well as the number of URLs that Twitter has taken action as a result of proactive monitoring efforts.

As per the report, the number of legal demands received to remove or withhold content between the period of July-December 2020 is 6971.
The data also mentions that the government had requested information from #twitter for a total of 3615 times between the period of July-December 2020.
