3/19. Today #Germany with the @V20_Group launched the #G7’s #GlobalShield Against Climate Risks with speeches from @SvenjaSchulze68 and @JohnKerry that emphasised that it “can provide effective support to countries as they seek to avert, minimise, and address losses and damages".
4/19. However, civil society was quick to point out that because much of the #GlobalShield seems to be reliant on providing subsidised insurance —which is not suited to addressing #LossAndDamage— it will do little to support those on the front lines of the #ClimateCrisis.
5/19. In our own blog, @jar_climate asked "Is the #GlobalShield about progress or distraction?" on a political decision to deliver a #LossAndDamage finance at #COP27? Whilst highlighting the inadequacies of climate insurance.
7/19. And @RachelCleetus of the Union of Concerned Scientists (@UCSUSA) highlighted that while “The #GlobalShield…has some useful elements…it's no substitute for a #LossAndDamage Finance Facility.” (operating entity for addressing #LossAndDamage...)
8/19. This afternoon the @COP27P held a consultation on the governance of the Warsaw International Mechanism for #LossAndDamage (WIM).
9/19. During the consultation, the G77 & China and many of its sub-groups stressed that the WIM was established under the COP (Conference of the Parties - the supreme decision-making body of the @UNFCCC) and is therefore under the authority and guidance of the COP.
10/19. Developing countries argued that while Article 8 of the #ParisAgreement provided that the WIM was also subject to the guidance of the CMA*, it did not change the mandate of the COP and that if sole governance was intended, it would have been articulated.
11/19. Whereas, developed countries argued that Article 8 provides that the WIM is subject to the authority and guidance of the CMA and that their understanding is that this is a sole governance arrangement.
12/19. The @COP27P Presidency proposed to defer the decision on the governance of the WIM to future COPs and have mirror decisions at #COP27 under the WIM. There were no objections from the room and this is therefore the agreed way forward.
13/19. *The CMA (the meeting of the Parties to the #ParisAgreement), oversees the implementation of the #ParisAgreement.
14/19. In the negotiations on “matters related to funding arrangements to address #LossAndDamage” the co-facilitators released an elements paper to capture areas of divergence and convergence amongst Parties just before the informal negotiation began.
15/19. With the text out and the informal underway, developing countries indicated that they did not see their proposal calling for the establishment of an “operating entity under the financial mechanism of the @UNFCCC" at #COP27 reflected.
16/19. Developing countries also noted that proposed solutions are mainly more “technical workshops” and “dialogues” —like the #SuvaExpertDialogue of 2018 or #GlasgowDialogue of 2022— and that they have repeatedly called for action, not more “talk shops”.
18/19. Negotiations continue tomorrow on “matters related to funding arrangements to address #LossAndDamage”. The informal on the #SantiagoNetwork for #LossAndDamage (SNLD) is scheduled for 5 pm tomorrow and we expect the SNLD text to be finalised tomorrow.

2/13. The phrase “mosaic of solutions” was first used by the #Maldives —one of the nations most vulnerable to the impacts of the #ClimateCrisis— in September to capture the need to mobilise action and support on all fronts to address #LossAndDamage that is happening now.
3/13. However, in the #LossAndDamage Finance negotiations at #COP27 the term has been used by developed countries to stress the need to focus on solutions outside the @UNFCCC such as the #GlobalShield Against Climate Risk.

2/4.The room erupted into applause at the news and Parties said they look forward to the #SantiagoNetwork delivering much needed technical assistance to people and communities on the frontlines of the #ClimateCrisis.

1/18.📜NEW BLOG: We have seen quite a few pledges that have been framed as “finance for #LossAndDamage”. But are they really? This blog provides an overview of all the pledges thus far at #COP27 in chronological order.
2/18. On the 20th of September, #Denmark🇩🇰 pledged €13m for #LossAndDamage, a package which includes finance for the #GlobalShield Against Climate Risk, support for CSOs to do projects on the ground, and some other money that is yet to be allocated for a specific use.
3/18. Crucially, all of this money is new and on top of #Denmark’s 🇩🇰 0.7% commitment to ODA, therefore not a diversion of cash from other vital #ClimateFinance projects.
