2/20.This morning, @anuahsa, The #Maldives Minister of Environment, #ClimateChange & Technology, spoke to youths at the @CYPavilion to stress the need for a “mosaic of solutions” to address #LossAndDamage including an operating entity under the financial mechanism of the @UNFCCC.
3/20. “We do need a “mosaic of solutions” to address #LossAndDamage. But first and foremost, we need to establish a dedicated funding facility under the @UNFCCC system, where all parties have equal equitable access, and predictable access, to #LossAndDamage finance.” @anuahsa
7/20.The ministers indicated they will conduct bilaterals to move towards a “landing zone” (compromise) that will lead to a decision at #COP27 and asked for Parties to have “open minds and hearts, empathy, flexible schedules and a willingness to go beyond established positions”.
8/20. Speaking for #Pakistan on behalf of the G77 and China, @sherryrehman said they expect an operating entity on #LossAndDamage at #COP27. She urged that "there has to be a decision here for countries that...are groaning under the yoke of debt.” caused by #ClimateDisasters.
10/20. #AntiguaBarbuda speaking for @AOSISChair said the “science is clear” and urged Parties to work with the urgency that is needed. While #Ecuador speaking for @AilacCC said that more workshops (like the #GlasgowDialogue) are not what is needed: “we cannot wait until 2024”.
11/20. The time allocated for the meeting elapsed before all groups and Parties on the list of speakers got a chance to make interventions. It is unclear when another consultation will be convened but we expect that the bilateral meetings are already underway.
12/20. We remind Parties of what the science tells us about the urgency of scaling up #ClimateAction on all fronts. “Landing zones” and 30 years of delayed action on #LossAndDamage has lead to significant economic and non-economic costs in developing countries.

14/20. The G77 and China — along with other Parties and groups — has submitted a proposal for an “operating entity” and the process for operationalising it. (We hope is being used as the basis for discussions!).
15/20. We urge those blocking an “operating entity” to address #LossAndDamage to consider what that means for those on the frontlines of the #ClimateCrisis for whom #LossAndDamage is a matter of “continuing to maintain the social and political stability of their countries”.
16/20. Informal discussions on the #SantiagoNetwork for #LossAndDamage took place throughout the day with the informal consultations resuming this evening. The G77 & China indicated that there is significant convergence on the draft text with only a few key paragraphs remaining.
17/20. Outstanding issues include the funding for the #SantiagoNetwork, the composition of the Advisory board, and access and review modalities. At the end of the session, the co-facilitators thanked Parties for their hard work and made a room available for discussion tonight.
18/20. We expect the final version of the #SantiagoNetwork text, with all paragraphs agreed, to be released tomorrow and we wish Parties the very best for their discussions tonight. We also urge developed countries to pledge (new & additional) finance for the #SantiagoNetwork.

3/13. However, in the #LossAndDamage Finance negotiations at #COP27 the term has been used by developed countries to stress the need to focus on solutions outside the @UNFCCC such as the #GlobalShield Against Climate Risk.

2/4.The room erupted into applause at the news and Parties said they look forward to the #SantiagoNetwork delivering much needed technical assistance to people and communities on the frontlines of the #ClimateCrisis.

1/18.📜NEW BLOG: We have seen quite a few pledges that have been framed as “finance for #LossAndDamage”. But are they really? This blog provides an overview of all the pledges thus far at #COP27 in chronological order.
2/18. On the 20th of September, #Denmark🇩🇰 pledged €13m for #LossAndDamage, a package which includes finance for the #GlobalShield Against Climate Risk, support for CSOs to do projects on the ground, and some other money that is yet to be allocated for a specific use.
3/18. Crucially, all of this money is new and on top of #Denmark’s 🇩🇰 0.7% commitment to ODA, therefore not a diversion of cash from other vital #ClimateFinance projects.
