1/30. Today is the seventh day of the #BonnClimateConference (#SB58) and it saw an intense second plenary on the adoption of the agenda, discussions on the #SantiagoNetwork and the start of the New Collective Quantified Goal’s 6th Technical Expert Dialogue on #ClimateFinance.🧵 Image
2/30. This morning kicked of with the event “Linking #LossAndDamage to Conflict Affected and Fragile Settings” held alongside the #BonnClimateConference (#SB58) with @FriEnt_news, @IDOS_research and @BROT_furdiewelt. Key messages included:
3/30. Steffen Bauer of @IDOS_research: “#LossAndDamage has become a reality even only at 1.1°C degree of heating. It puts lives and livelihoods at risk today…Every increment of warming that we can avoid makes a difference.” Image
4/30. @SaleemulHuq of @ICCCAD: “What we used to call #Mitigation is averting #LossAndDamage. What we used to call #Adaptation is minimising #LossAndDamage. And now we have entered into addressing #LossAndDamage.” Image
5/30. @SabineMinninger of @BROT_furdiewelt: “It's the first time that no one is ignoring #LossAndDamage or talking #LossAndDamage under #Adaptation, especially developing countries who want to avoid their historic responsibility.” Image
6/30. @TowerAmali of @Climate_Refugee: “Ethiopia 🇪🇹, Somalia 🇸🇴, and Kenya 🇰🇪 are massively suffering, not just because of #LossAndDamage but also due to development challenges…#Colonialism is the legacy that underpins all of this and we must not forget that.” Image
7/30. At noon, Parties and groups resumed their discussions in informal informal's to discuss who will host the secretariat of the #SantiagoNetwork for #LossAndDamage, @UNDRR + @UNOPS or @Caribank, and draft the decision text.
8/30. Throughout the session continued to work to draft the decision text without discussing who would be the host, meaning that at the time of writing this thread we are no closer to knowing who will host #SantiagoNetwork. Discussions resumed today at 7pm.
9/30. Today also saw the start of the Sixth Technical Expert Dialogue (TED 6) of the New Collective Quantified Goal (#NCQG) on #ClimateFinance in an off-site location.

10/30. The objective of TED 6 is to look at options for ways to determine the quantum (number) of the #NCQG and options on the mobilisation and provision of financial sources.
11/30. TED 6 is important for #LossAndDamage, because to mobilise the hundreds of billions needed to address #LossAndDamage, the #NCQG must include #LossAndDamage as the third pillar of #Climate Finance alongside #Mitigation and #Adaptation and as a sub goal.
12/30. This evening saw an intense second plenary session during which the chairs of the SBI and SBSTA tried and failed to bring parties to a consensus that would see them adopt the agenda for #SB58. Image
13/30. The issue at stake is the inclusion of a new agenda item proposed by the LMDC group and supported by the G77 and China, ALBA and AILAC on "scaling up ambition for #MitigationFinance" in response to the #MitigationWorkPlan not including discussion of finance.
14/30. But the EU 🇪🇺, EIG Group, USA🇺🇸 , New Zealand 🇳🇿 and others said they won't accept the new agenda item. Whilst the LMDC and others said that they will not allow the agenda to include the #MitigationWorkPlan if the new agenda item is not included. ImageImageImageImage
15/30. Whist a compromise of not adopting the #MitigationWorkPlan was suggested, The EU 🇪🇺 and others have said they won't adopt the agenda without the issue of #Mitigation being discussed.
16/30. This agenda fight ultimately speaks to a much larger issue —the failure to deliver #ClimateFinance for #Mitigation and #Adaptation by developed countries which has led to more #LossAndDamage.
17/30. With developing countries making it clear in the plenary that #Mitigation discussions without the inclusion of finance that enables concrete #Mitigation action on the ground in developing countries is just talk.
18/30. Bolivia 🇧🇴 for the LMDC’s: “We are not interested in empty discussions that do not result in concrete #Mitigation actions on the ground in developing countries. To do so would move us backwards.” Image
19/30. “We are undertaking ambitious #Mitigation actions, but we also have to undertake #Adaptation whilst suffering #LossAndDamage due to the historic emissions of developed countries.”
20/30. “As developing countries, we recall the promises of developed countries towards approving the #ParisAgreement. They offered us 100 billion USD by 2020 —we are still waiting for the 100 billion.”
21/30. “We’ve had a lot of exchanges, a lot of arguments with developed countries who are trying to shift their responsibilities to fulfil their commitments for the provision of finance to developing countries.”
22/30. @PedroPedrosoC for Cuba 🇨🇺 and the G77 and China: “We are far far behind because means of implementation have not been there, neither for #ClimateChange or the #SDGs. We need to be serious, people outside are looking at us.” Image
23/30. The Philippines 🇵🇭: “This feels like deja vu of the previous SBs when there was no agreement on #LossAndDamage...We talk about action, but when we are given the opportunity to act. We just talk.” Image
24/30. Whilst on day one of #SB58 Parties agreed to start work without the adoption of the agenda with the intention of adopting it at a later plenary, failure to adopt the agenda at the second plenary means that all work done at #SB58 could be lost.
25/30. This would have implications for the #GlobalStockTake, #NCQG and #SatiagoNetwork, with the latter seeing the work to select the host of the SNLD, and therefore its full operation, further delayed.
26/30. With the agenda fight eating up may hours of work, the SBI chair, Nabeel Munir of Pakistan 🇵🇰, urged parties to recognise the urgency of delivering an outcome that paves the way the ambitious outcomes needed at #COP28.
27/30. “If we do not adopt the agenda all the work we are doing will go to waste. We really believe you are not willing to do this and go back to your people, given all that is going on, with empty hands.” Image
28/30. Consultations will now continue with Parties and Groups to try to find a way to adopt the agenda in time for the closing plenary.
29/30. Tomorrow will see TED 6 of the #NCQG continue and the closing plenary of the third and final technical dialogue of the #GlobalStocktake and further negotiations on the #SantiagoNetwork during which we can expect to hear from more Party on who they see hosting the SNLD.

1⃣The need for the #LossAndDamage fund to be flexible, programmatic and have different windows;

2⃣The need for trigger based disbursement;

3⃣The need for #LossAndDamage to not cause debt;
3/4. Whilst on of the big challenges we still face in operationalising a fit-for-purpose #LossAndDamage Fund at #COP28 is:

"Rich countries look at the #LossAndDamage Funding Arrangements rather that the placing a much bigger role than the #LossAndDamage Fund."

2/38. Today also saw a focus on #HumanRights with a number of side events and an action drawing attention to the key message that “there can be no #ClimateJustice without #HumanRights”.
3/38. Joining "No #ClimateJustice without #CivicSpace and #HumanRights: zooming in on the @UNFCCC process"* with @ciel_tweets, @amnesty and @350, we heard important messages on the need for safe #CivicSpace under the @UNFCCC so that we can make our #LossAndDamage demands heard!
