Acquiescence does not represent agency. When I was in jail I "chose" to be expelled because the other option was staying in jail indefinitely. That doesn't mean I had free choice.
When you cram people into a terrible situation and present them with two options, one bad and one worse, and they choose the bad over the worse, that's not "free choice".
When Iranians are presented with a short menu of candidates, all pre-selected by Khamenei's guardian council, they'll still choose but that's not really "free choice".
When Egyptian president Sisi wins elections by 97% of the electorate that can by no stretch of the imagination be called "free and fair elections" that represents the free will of the people. 
Acquiescence in this case is extracted consent - coerced consent; it's consent on the basis of intimidation, fear, and the lack of options.
And therefore, extracted consent does not represent agency, and does not bestow true legitimacy.
