Tonight Oakland moves one step closer to passing the strongest surveillance technology ordinance in the nation. A quick thread on why @ACLU_Norcal loves Oakland’s ordinance (and you should too:). oakland.legistar.com/View.ashx?M=A&…
@ACLU_NorCal Oakland’s ordinance is future-proof & covers a broad array of surveillance technologies, including social media monitoring, facial recognition, predictive policing and other AI-assisted software.
@ACLU_NorCal Oakland’s ordinance requires public input at key moments during consideration of a new surveillance proposal. The City’s groundbreaking Privacy Advisory Commission is central to this process.
@ACLU_NorCal Importantly, Oakland’s surveillance ordinance explicitly prohibits non-disclosure agreements favored by spy tech vendors. Secrecy undermines local democracy, after all. 🤷‍♂️
@ACLU_NorCal Finally, Oakland’s ordinance includes a broad whistleblower policy, allowing city employees to go outside the chain of command to report violations of the ordinance.
@ACLU_NorCal Public safety in the digital era must include transparency and accountability when it comes to surveillance technology. Oakland is putting this principle into practice.
@ACLU_NorCal Huge thanks to Oakland and particularly to @OaklandPrivacy and @b_haddy for their relentless leadership on this issue and legislation.
Update: Oakland’s Public Safety Committee unanimously approved the surveillance ordinance. Onward to the full City Council!
UPDATE: the full Oakland City Council is voting *tonight* on the nation’s strongest surveillance technology ordinance.
NOW: Oakland City Council is hearing public comment on the surveillance ordinance. First up, @b_haddy, reminding the Council that “we started this movement” that has since spread nationwide. Nods to the ACLU’s an “elegant model” ordinance. 🤗aclunc.org/publications/m…
Next up, ACLU’s @TesSassarara & CAIR’s @SameenaU, emphasizing how the ordinance gives communities “the power to say if, when, and how local law enforcement can get and use new surveillance technology.”
VICTORY: Oakland passes the nation’s strongest surveillance technology ordinance 🎉🎉🎉! This culminates years of relentless work by Oaklanders who demanded a seat at the table.
It’s been a long road to surveillance victory in Oakland. This started in 2013 when we all heard about plans for a citywide system called the “Domain Awareness Center.”

What happened next sparked a nationwide movement. aclunc.org/blog/dac-vote-…
