Answer: they're part of a botnet that retweets and replies to giveaway tweets. This network consists of 271 accounts created on May 1st, 2012 that have no tweets prior to December 2020. (Not all have the "legit check" pinned tweet, but they have other things in common...)
At present, the 271 accounts in this network all (allegedly) tweet via the Twitter Web App. They've gone through a variety of custom apps, however, many of which seem to be named to give the incorrect impression that they are official Twitter products ("Tɯitter for Samsung" etc).

We downloaded the followers of six of the accounts that replied to the blackhatworld(dot)com post offering free followers, and indeed each has a streak of batch-created followers from summer 2020, most of which have never liked a tweet.
These batch-created followers are part of a fake engagement botnet consisting of 96 accounts, all created between June and August 2020. They supposedly tweet via the Twitter website, but due to frequent 24/7 activity (among other things), we believe them to be automated.

We contacted the "24/7 email address" on twitterfollowersbuy(dot)com's "About Us" page, and quickly received a response providing @alkalineph20 as an example of an account followed by the followers offered by the site. Almost all of its followers were created July 2020 or later.
To find more accounts that are likely part of this fake follower network, we downloaded followers of other accounts followed by @alkalineph20's followers, and checked for periods where most of the accounts' followers were created July 2020 or later (orange circled areas).

I was looking at this particular plane earlier & left the app... An hour or so later, I then clicked on someone else's link for the IL76 & this MD83 pic remained there even though the IL76 details were showing. 🐛
