1/ California's election primary was on June 5, 2018, and Los Angeles County inexplicably excluded 118,509 registered voters from their voter roster printouts. Today IBM Security Services published a 3-page Executive Summary on what caused this error. (con't)
2/ I found this Executive Summary confusing because it begins by saying that a disruption LAvote.net occurred from 11:20 pm to 11:41 pm, but doesn't offer a date this occurred, and what LAvote.net has to do with printing voter roster lists.❓
3/ If the disruption to LAvote.net occurred on June 5 (after polls closed), how could this disruption affect the printing of voter registration lists (which obviously had to be printed and distributed before 7am on June 5.❓
4/ The exclusion of 118K registered voters from LA County's voter rosters appears to have been a result of the State of California changing the format of its Official Voter List, which was incompatible with LA County's VIMS (Voter Information Management System).
5/ When LA County began process of extracting voter data from the State Official voter list, the process stopped because of file incompatibility (see IBM finding 3). The 118K voters dropped from the printouts had a valid date of birth on one system, but a blank date in the other
6/ Here are IBM Security Services recommendations for improvements for LA County:
7/ Voter's Choice Act is a 2016 law which requires a complete overhaul of Calfornia's voting system, transitioning with a handful of counties this year, with full implementation (except for LA County) in 2020.
