I've thought about this a lot and I'm gonna hedge my bets that George Nader was the one being spied on / FISA'd, whatever you want to call it, by the FBI, probably since he showed up in the United States inquiring on behalf of Sheikh al-Nahyan.
You may recall this article from May 19, 2018 in The New York Times.

On August 3, 2016, George Nader, alongside Joel Zamel, met with Donald Trump, Jr. to offer their services to use Zamel's company, Psy-Group, with the election. The meeting was arranged by Erik Prince.

Notice in the New York Times article that it specifically references Nader meeting frequently with Jared Kushner and Michael Flynn.

When Trump became the Republican Presidential nominee, George Nader started making inquiries on behalf of Sheikh al-Nahyan about ways of how to support Trump's nomination.

George Nader, during the presidential campaign, also happened to visit Moscow, Russia at least twice on behalf of Crown Prince al-Nahyan. This also led to Nader arranging a meeting between Erik Prince and Kirill Dmitriev, which Nader also attended.

As noted before, Nader tied himself to Zamel in order to pitch assisting the Trump campaign at the August 3, 2016 meeting to Trump Jr. at Trump Tower, something which he later paid Zamel for. Nader paid $2 million.

The article, by coincidence, talks about how Joel Zamel's companies have ties to Russia - specifically, to Dmitry Rybolovlev and Oleg Deripaska.

Nader also attempted to have Trump Jr. meet with a prince of Saudi Arabia, although Trump Jr. declined the invitation.

Nader would then further integrate himself with Kushner, Flynn and Bannon during the campaign, which also led to Zamel and Nader visiting the White House after the inauguration.

As a side note, Joel Zamel's firm, Psy-Group, also signed a memorandum of understanding on December 14, 2016 with Cambridge Analytica.

The reason why I say George Nader was being spied on over Joel Zamel is because Nader attended the Seychelles meeting, while Zamel did not. And the Seychelles meeting was captured by intelligence services.

On December 15, 2016, Nader and Sheikh al-Nahyan met with Kushner, Flynn and Bannon at Trump Tower.

This meeting was unmasked by Susan Rice.

Funnily enough, on December 15, 2016, James Clapper signed and authorised the dissemination of the National Security Agency's surveillance, which Lynch signed off on January 3, 2017.

"... Details about persons associated with the incoming administration, details with little apparent foreign intelligence value were widely disseminated in intelligence community reporting..."

"... none of this surveillance was related to Russia..."
