Long before Stefan Halper was revealed as an FBI informant in contact with Trump campaign, a Pentagon analyst questioned "astronomically outrageous" contracts given to Halper by Office of Net Assessment. dailycaller.com/2018/08/16/ste… via @dailycaller
A lawyer for the analyst, Adam Lovinger, says that Halper was paid huge amounts of money ($1 million total) for sub-par work. He used middlemen to do most of the work, which involved writing geopolitical policy papers. This was exactly what Halper pitched to Papadopoulos
The lawyer says that Halper's work for Office of Net Assessment provided "perfect cover" for his FBI and CIA work, if that's what was going on.
