The judge in Maryland found that the plaintiffs sufficiently alleged at this early stage of the case that a citizenship question in the Census doesn't bear a “reasonable relationship to the accomplishment of an actual enumeration of the population"
The judge also found that the challengers "made a strong preliminary showing that Defendants have acted in
