Something's going on: Gwinnett County, GA is rejecting more than 9% of all mail ballots they receive, and is responsible for 40% of rejections statewide. Rejection rates for Asians and African-Americans are much higher than Whites whowhatwhy.org/2018/10/12/exc…
A bit of good news. The number of rejected ballots in Gwinnett County declined from 398 yesterday to 387 today. Election officials may be working to fix errors that caused some rejected ballots. Still, the rejection rate is a troublesome 9.9%, with clear racial disparities
A frequent logged reason for a ballot rejection is a problem with birth year on the return envelope. This suggests to me a language issue or poorly designed return envelope. I've spoken with lawyers who will inspect the envelopes to understand this better
This would explain a lot why so many Gwinnett absentee ballots are being rejected for a problem with voters failing to provide their birth year
It may be indeed that Gwinnett County is improperly rejecting absentee ballots since Georgia law does not require voters to provide their birth year. Below is the information required by state law (h/t @MaxHailperin) law.justia.com/codes/georgia/…
Here are the list of ballot rejection reasons in Gwinnett County, GA as of Saturday evening. Notice the high number of reasons "Year of Birth Missing", which I wouldn't be surprised is related to the high frequency catch-all "Insufficient Oath Information"
Gwinnett County's website seems to be at odds with Georgia's law
So, lots of circumstantial evidence Gwinnett County is rejecting absentee ballots for failure by voters to provide their birth year, when Georgia law doesn't actually require it. What can't be explained is why this is disproportionately affecting persons of color
Don't worry, I'm in communication with @LawyersComm (I was an expert witness for them in the 2016 Georgia exact match case)
