You are accurate in the case of ballots received before the EV period ends (2 days out)...but law gives until noon on Wed after EDay to begin canvassing VBM ballots received after EV period but before 7pm on EDay.

According to the Broward SOE turnout site, roughly (estimating off their site), about 40K VBM ballots were received from the last day of in-person early vote through Election Day. They had until Nov 5 at Noon to start canvassing those. (101.68) 2/3
I've called the Broward SOE office the Blake Bortles of vote counting, so I am not defending the pace. But they have until Saturday to certify their results to the state. Usually elections aren't this close and there is no harm in taking time to get it right. 3/3
