To maintain consistency of governance in existing institutions, the British system uses Shadow Secretaries. Brexit requires *new* institutions, because the world of 2018 isn't the same world from before the EU.

So, what I would say is: Pause Brexit. Build Shadow Institutions.
They may be new, they may be a transformation of the old, this may or may not be possible. But the whole magic of the Shadow model isn't just that there are competent people, but that outsiders know who they are, what they'd be dealing with, what sort of deal they can rely on.
You want a deal, build working systems that can make a deal. Build Shadow Institutions that are credible internally, and externally, on the model of Shadow Secretaries. Treat the Article 50 trigger as policy that looked better on paper and didn't work in practice. That happens!
It'll cost a lot to build these institutions up, but that's money Britain is going to have to spend independent of the EU anyway. Spend it anyway. They won't be able to learn *everything* without separation, but those Shadow Institutions might be able to make a productive deal.
