In June 2016, the people of the UK instructed us to execute on Brexit and leave the EU. That instruction came in the form of a referendum, the outcome of which we have been striving to implement ever since."

"Over the last two and a half years, we have had 16,000 civil servants working on Brexit, and have spent over £4 billion on Brexit preparations. That money could have been spent on the NHS, on our schools, on the police force, on so many other things."

"But we spent it on Brexit instead, willingly, because we understood that the will of the people must be respected. I must now inform you that we have failed. Failed you, the people who placed your trust in us."
