... if it fails, if we reach that point then you need to get the public onside with overturning. That's fairly trivial if people have the will because you need to tackle two groups - the left behind and the issue of sovereignty ...
... for the left behind you make it clear that if we remain the £39bn will go into a wealth fund to support those in need. Top it up with additional wealth taxes etc over time. Look to raise £100bn+ ...
... for the sovereignty side, you commit to a review / reform of the EU e.g. MEPs having the power to initiate legislation, control the schedule. That will win enough over though not all.
But, this requires the brinkmanship to play to the edge. Despite all its faults the withdrawal option is being sold as the 'safe' option.
