It is a banger of an opinion from Judge Royce Lamberth, of the federal district court in DC: "At best, State's attempt to pass-off its deficient search as legally adequate during settlement negotiations was negligence born out of incompetence."
The opinion begins with an excerpt of a memo issued by Obama on his first day in office about FOIA. The judge writes: "But in this case, faced with one of the gravest modern offenses to government transparency, his State and Justice Departments fell far short."
