Prosecutors are asking Cohen receive a "substantial term of imprisonment" and not a light sentence as he's asked for, in part because his crimes were serious and he did not fully cooperate.
SDNY says Cohen does not have a cooperation agreement with them.
Here's the section recapping Cohen's admission that he violated campaign finance laws by paying off two women who allegedly had affairs with Donald Trump. It reiterates that he says Individual-1 (Trump) directed him to do it
There's also the Special Counsel sentencing memo which says that Cohen has been cooperating with them

So the Special Counsel says Cohen was helpful, the SDNY says he was not. These excerpts from the SDNY memo explain the distinction.
It shows up in a footnote, but Special Counsel says Cohen told them that he and Trump discussed reaching out to Russia as far back as September 2015 (Individual-1 = Trump)

For context, here's what Trump was saying about his lack of dealings with Russia. From January 2017:
Special Counsel says Cohen told them about other attempts by the Russians to reach out to Trump campaign. In one case in Nov. 2015, he turned one down, because he was already working with another.
