1) Quick run-through of IG Text Report

Report of Investigation: Recovery of Text Messages From Certain FBI Mobile Devices

2) OIG initiated investigation in Jan 2018 after being notified of gap in text message data collection from Dec 15, 2016-May 17, 2017
3) Stzok & Page had S5 initially and were later issued S7. All four devices were provided to OIG in late January 2018.
4) Strzok got S5 on January 26, 2015 - First S5 text messages in database on Feb 3, 2015.

Page - unknown when issued S5 - First S5 text messages in database on Feb 12, 2016.
5) Strzok got S7 upgrade on July 5, 2017.

Page got S7 upgrade on May 18, 2017.

These devices were used by Strzok & Page until the OIG collected them in January 2018
6) OIG recovered approximately 20,000 texts from these devices from Dec-May gap plus “hundreds” from outside gap that had been uncollected by FBI preservation tool.

Strzok = 9,311 texts recovered
Page = 10,760 texts recovered
7) Strzok and Page were both issued iphones upon joining Special Counsel Group.

They retained their S7 devices.

Page joined SC on May 28, 2017
Strzok joined SC in early June 2017.
8) Page left SC on July 15, 2017. Reportedly turned iphone in on July 14, 2017.

Strzok removed from SC work on July 2017. Exit Clearance on August 11, 2017.

Appears Strzok turned iphone in at Exit Clearance.
9) Both Strzok & Page remained with FBI after removal from SC team.

Both retained S7 device for remainder of employment.

Page resigned from FBI on May 4, 2018.
Strzok fired Aug 10, 2018.
10) Strzok’s phone examined on September 6, 2017 by SCO Records Office.

“No substantive texts, notes or reminders.”

Stzok’s iphone provided to IG on Jan 25, 2018. Strzok iphone factory reset by this time.
11) Page’s case more strange.

Page left SC on July 15, 2017. Reportedly turned iphone in on July 14, 2017 - per IG Report.

SCO did not receive Page’s iphone or laptop at Page’s Exit Clearance.
12) During phone call (date unknown) Page told SCO she left iphone & laptop on bookshelf at office.

SCO located laptop.

When asked on Jan 24, 2018 by IG for iphone, SCO could not locate iphone.
13) Page’s iphone finally found in early September 2018. IG took custody at that time.

IG determined that Page’s iphone had been factory reset on July 31, 2017.
14) Strzok did not appear to be using iphone per SCO examination.

He may have continued to use S7.
Possible Page did same.

That said, no forensic exam possible of either iphone.
15) Note: Virtually all of the retrieved and disclosed text messages came from S5 devices due to timeframe of use

Strzok 1-26-15 to 7-5-17
Page ~2-12-16 to 5-18-17
16) "Office of the Deputy Attorney General told the OIG that the Department routinely resets mobile devices to factory settings when the device is returned from a user to enable that device to be issued to another user in the future."
17) I could be wrong but it appears DOJ has separate policy regarding phone retention than does FBI.

Sequence of events on Page's iphone strikes as odd.
