Hugh, you're an utter tool. We're going to be a 3rd country after Brexit. It is not in the gift of the EU to dictate to EU Member states their immigration policy with regards citizens of a 3rd country.

To clarify, the Commision cannot issue a dictat on the future relationship of British citizens in member states.
It could propose legislation which would be open to amendment or rejection in the EU Parliament and the Council where member states are represented by Govt ministers.

It is therefore not in the gift of the EU to issue a unilateral guarantee as whatever the Commision proposed it would still be up to MEPs and member States representatives Council as to the full detail and extent of any guarantee.
